"Elizabeth the Second, by the Grace of God of the United Kingdom of Great Britain and Northern Ireland and of Her other Realms and Territories, Queen, Head of the Commonwealth, Defender of the Faith, etc., etc., etc.
To all and Singular to whom these Presents shall come, Greeting: Whereas it appears to Us expedient to nominate Ellen Elizabeth Hooper, a person of approved industry, fidelity, and knowledge, to perform the functions of an Officer/Consul of Our Foreign Service at any of Our Diplomatic or Consular Establishments abroad or in the Department of Our Principal Secretary of State for Foreign Affairs or elsewhere as in the judgment of Our said Principal Secretary of State the exigencies of Our Service may require. Know Ye therefore that We have constituted and appointed, and by these Presents constitute and appoint Ellen Elizabeth Hooper as an Officer/Consul of Our Foreign Service, Giving and Granting to her in that Character all Power and Authority to do and execute all and every necessary Act, Matters, Memorials, and Assignments and also to assist Our Ambassador or Minister at the place where she is appointed to reside, or Our said Principal Secretary of State for Foreign Affairs or such other person or persons as may be appropriate in all things which may belong to the duties of an Officer/Consul of Our Foreign Service as aforesaid. And we therefore request and command all those whom it may concern to receive and acknowledge Our said Trusty and Well beloved Ellen Elizabeth Hooper as such Officer/Consul of Our Foreign Service as aforesaid and freely to communicate with her upon all things that may pertain to the functions of Our Embassy or Legation at the place where she may be appointed to reside, or to those of Our Foreign Service at large."
