"THE QUEEN Whereas, in recognition of the particular merit that Don Jose Maria has earned through his exceptional service and fulfillment of obligations and duties. I have seen fit to grant the privilege's that, by reason of his dedication, loyalty, and merits, corresponds to him in accordance with the established provisions. 

Therefore, I command the generals, governors of the armies, and other higher and lower-ranking officers and soldiers of the military, that after taking the oath of loyalty to the Constitution—if they have not already done so—they should regard it as such, and they must safeguard the honors, privileges, and exemptions that pertain to this rank, fulfilling them diligently. Furthermore, the military official of the district or army where this order is to be enacted shall ensure compliance and register this rank within the military's intervention records.
